Vital flaw in new road pricing plan from Darling

THIS new pay-per mile tax has a vital flaw. Let's say they charge £1 per mile on the city bypass, but the major roads inside the bypass cost less. People will move from using the bypass to using the city roads, simply because it is cheaper.

As it stands at the moment, if there are delays on the bypass, there is increased traffic on roads within the city but outwith the city centre. With the new tax this would happen all the time, essentially increasing congestion!

Isn't the government trying to reduce congestion? Will public transport companies have to pay? If they do, expect to see even more cuts in your bus service.
