Charities, council officials and some members of the public had attended the event with Home Office minister Meg Hillier.

But protestors from No2ID allegedly disrupted the event, and police were forced to step in.

Ms Hillier said: "I offered to meet them in private, an offer they refused."

A spokeswoman for Lothian and Borders Police said: "Following an incident at the Carlton Highland Hotel, Edinburgh, nine people were arrested in connection with breach of the peace offences.

"A report will be submitted to the procurator fiscal."
