Rebel group forms council in north Mali

One of the two insurgent groups that seized control of the northern half of Mali says it has put together a council to govern the territory under rebel control.

A statement issued by the rebel National Movement for the Liberation of Azawad said yesterday that the council is responsible for the general policy of the state of the Azawad.
