Low turnout will not halt nuclear plans

Bulgarian prime minister Boiko Borisov’s party is to go ahead with building a new nuclear power plant after turn-out in a referendum backing it was too low to be valid.

Some 60.6 per cent of those who voted were in favour of building the plant, but the turnout of 20.2 per cent was far below the 60 per cent needed to make the referendum binding.
