Russia and Ukraine both took precautions yesterday to protect homeless people during the latest brutal cold snap. Across Europe, at least 169 have died.

Russian emergencies minister Sergei Shoigu ordered feeding and medical-assistance facilities to be created nationwide for the homeless. In Ukraine, hospitals have been told to stop discharging homeless patients after they have been treated for hypothermia and frostbite.
