CHINA has upset Romania by honouring the last chief of its Communist-era secret police.

On Sunday, the Bucharest embassy conferred an award on Iulian Vlad, Securitate chief from 1987-89 for developing relations between the two countries, but news of it only emerged yesterday.

This award “is like a phantom from the past,” said Stelian Tanase, a political commentator, suggesting the Chinese rewarded oppressors rather than democrats. Mr Vlad, in his acceptance speech, said Romania had supported China when “it was fighting for its rightful place on the international stage.”
