A Conservative government would deliver an ultimatum to European judges that Britain must be allowed to flout their human rights rulings - or it would quit the system.

Scotland could remain a signatory to the European Convention on Human Rights (ECHR) even if Westminster follows through on its threat to withdraw, Scottish Secretary Alistair Carmichael has said.

Justice secretary Kenny MacAskill said he was “deeply concerned” by Tory proposals which could see European judges stripped of their powers to enforce human rights in the UK.
