Tram mystery

On this week’s 67th anniversary of the atomic bombing 
of Hiroshima, Life Magazine 
released a hitherto unpublished picture by J R Eyerman taken in September 1945 of a tram car travelling through the flattened remains of the city.

Could someone explain to me how Hiroshima 67 years ago proved capable of restarting tram services four weeks after an atomic bombing whereas Edinburgh today remains incapable after four years of running a single tram?
