The slow road

I fear the City of Edinburgh Council’s self-congratulations on the introduction of the 20mph limit are sadly misplaced 
given that it is presently rarely possible to exceed this speed due to its anti-motorist stance, the sorry state of the roads and the difficulties in charting routes around the city.

Are we to assume that the speed bumps will be declared
redundant and removed, thereby avoiding the damage to cars and the subsequent claims arising therefrom?
