Second sense

I agree with Allan Massie
(Perspective, 11 July) in his opinion that an independent Scottish Parliament would benefit from having a second chamber.

I would carry this further, in that it seems an anomaly that, at present, bills relating purely to English domestic matters are given the benefit of further scrutiny in the House of Lords, whereas those passed at Holyrood go straight to the stage of royal assent.

Is this an inconsistency similar to the “West Lothian question”?
