Is pen mightier?

I am a collector of bureaucratic stupidities and welcomed the creation of Police Scotland as a likely new source of examples. Sure enough, my first contact with the new force revealed that they now have to use police issue ballpoints instead of pencils. As the constable explained: “They don’t work in the rain and the ink freezes in the cold.”
