Does not add up

Could financial experts like Arthur Midwinter (Perspective 22 February) present clearly for ordinary people public expenditure figures for Scotland? From his analysis of the Scottish Spending Review it seems spending in Scotland will be £28 billion.

However, according to a think-tank’s figures from the Office of National Statistics public spending in Scotland is £62.4bn.

Moreover, there is a per capita figure of spending in Scotland given in Westminster as £10,300.

Surely it is possible to agree upon an unambiguous language for the presentation of vital statistics.
