City’s blunders

IS THERE something wrong with the legal advice that is being given to the City of 
Edinburgh Council?

The contracts for the tram project seem to cost the council more each year, homeowners take the council to court for overcharging for repairs, and the Appeal Court tells the council it has no right to build on Portobello Park. Does the council get poor legal advice or is there some other explanation for these blunders?
