Charity tax

Can anyone tell me how it is that a vast, well-resourced country which is a nuclear power, has enough money to indulge in the expensive hobby of intercontinental ballistic missile development, and runs one of the fastest growing economies in the world, has any need of charitable handouts underwritten by UK taxpayers?

There might be good grounds to support an argument that the flow of charity should be reversed, but to say it out loud will still be the ultimate heresy in some circles.
