Abandon trams

WE SHOULD abandon the tram project. How can a chief executive stand up in front of elected members and say he should have completed 70 per cent of the project but actually only completed 18 per cent and still have a job?

The whole management set-up of the trams project does not enjoy the confidence of the people.
