David Cameron’s EU budget victory at the beginning of the week was largely overshadowed by the horse meat scandal, as several high-profile retailers found themselves caught up in a crisis that took a more sinister turn as revelations emerged that a horse painkiller harmful to humans may have contaminated meat products in the UK.
