By-election blow to Irish prime minister

A HIGH Court judge has ruled Ireland's government should stop delaying a by-election for a seat left empty for 17 months, a judgement that further weakens prime minister Brian Cowen's ability to stay in power.

His government has blocked by-elections in three Irish constituencies as it expects to lose all three.
