Extensive searches and police enquiries have so far been unsuccessful.
But officers will be carrying out further searches today and tomorrow - Thursday, October 15 and Friday, October 16 - with the support of partners from Tweed Valley Mountain Rescue Team.
Inspector Myles Marshall of Livingston Police Station said: "It is now 11 weeks since Billy was last seen and our enquiries remain ongoing.
"It has been an incredibly challenging time for his family and we are keeping them fully informed of the work we are carrying out.
"I would take the opportunity to thank the wider Whitburn community for their support of our enquiries.
"I would urge anyone with information about Billy or his whereabouts to contact police via 101, quoting incident number 1621 of 2 August."
In a heartfelt plea earlier this month, Billy’s sister, Susan Bracken, said: “The end of another week, still no news at all.

"Nine weeks have passed and absolutely nothing, this is our brother our Billy who we all love dearly."
His family are currently offering a reward for £5,000 for information from the public that leads to Billy’s safe return home.
Sister Liz Thomson said at the start of October: "It's been just over nine weeks since our brother was last seen and we still don't know where Billy is.
"It's heartbreaking for all the family we just want him home.
"Thank you to everyone who keeps sharing my posts, it's much appreciated."
