In a morning of promotions, demotions and departmental restructuring, the announcement that Peter Mandelson has been welcomed back to the front line of Government by Gordon Brown was the most unexpected news from the Prime Minister's first Cabinet reshuffle.

Details of the new ministerial line-up were expected to be officially confirmed by No 10 ahead of a 4.15pm Downing Street press conference by Mr Brown and Chancellor Alistair Darling.

In the most striking move, Mr Mandelson – who was twice forced to resign from the Government under a cloud – becomes Business and Enterprise Secretary.

Arriving today in Downing Street, Mr Mandelson – who leaves his job as Britain's EU Commissioner to take up the post – said it was a "great challenge and a great opportunity".

"Our economy, like every other, is facing a very hard challenge as a result of the global financial crisis. In a sense it's all hands on deck," he told reporters.

Asked about his relations with the Prime Minister, with whom he had a long-running feud after backing Tony Blair over him for the Labour leadership, Mr Mandelson said: "I get on with him fine, thank you very much. I think he is doing an exceptionally good job in what are very, very challenging conditions for our country."

He went on: "Of course we have had our ups and downs but we have also known each other for over 20 years and originally we worked very well together and I am very proud to have been invited to serve in his Government – it's not what I was seeking and it's not what I was expecting but nonetheless it is a great opportunity and a great challenge."

Mr Mandelson takes over from John Hutton, who was said to be heading for Defence where he will be replacing Des Browne who is expected to leave the Government.

In other moves, Chief Whip Geoff Hoon was said to be going to Transport, taking over from Ruth Kelly who is standing down to spend more time with her young family.

He is likely to be replaced by Deputy Chief Whip Nick Brown, one of the Prime Minister's closest political allies.

The Leader of the Lords, Baroness Ashton of Upholland, is to replace Mr Mandelson in Brussels.

As a peer, her appointment would avoid the need for a potentially difficult by-election if a sitting MP had been chosen for the post.

Former foreign secretary Margaret Beckett was also said to be making an unexpected return to the Government, although it was not immediately clear in what capacity.

Cabinet Office minister Ed Miliband, another key ally of Mr Brown, was being tipped to head a newly created department covering energy – currently part of the Business Department – and climate change, which is the responsibility of the Department of Environment.

However, the big surprise is the return of Mr Mandelson.

It marks the end of a feud with Mr Brown dating back more than a decade to when Mr Mandelson supported Tony Blair to become Labour leader following the death of John Smith.

So, "the whole of the leadership must remain true to the values and principles that have delivered us success in the past ten years."... and those values and principles would be what, exactly? ertainly nothing like the old Socialist principles of OldLabour; NotLabour are so close to the Tories that even a micrometer would sruggle to find a gap. I suspect their "values and principles" are "whatever makes us a quick buck and keeps us in power".

This story was recounted to me by a journalist so it is probably not true but it is a good story anyway so here goes.

Peter Mandelson is known to consider himself to be a somewhat sophisticated and erudite individual. He is MP for Hartlepool in the North of England. With all due respect to the good people of Hartlepool, I do not think that anyone would claim that the town is famed for its sophisticated and erudite culture.

Apparently, one evening in his constituency, Mandy decided that he would forego any desire for a culinary masterpiece and demonstrate his solidarity with the working people of Hartlepool by going into a chip shop for a fish supper. On being given his fish and chips, he pointed to te big jar of mush peas and said "can I have some of that guacamole pate with it please?"

Derek Draper, GPC Market Access. "He has a fine intelligence, but sometimes I am afraid he misuses that intelligence. He gets above himself." Peter Mandelson on Draper in July 1998, when Draper was sacked in a corrupt Labour cash for access row.

David Blunkett: Former Home Secretary - famous for believing that if you went over the side with a woman married to another while you were Home Secretary, nobody would report it. Supports ID cards.

Let's demolish those on whom they remark:

Weasel Hutton: Former Secretary of State for no Work and no Pensions. Supported Hazel Blears for Deputy Labour Leader. How can anyone with that lack of judgement be a defence minister? Does he realise bombs explode? Openly positioned himself for Tory defection as BERR minister. If he works as hard for our troops as he did for the unemployed, it will be Dulce et Decorum, it certainly is not, pro, cuts in funding, More.

Peter Mandelson: Two faults and an insult. One for receiving undisclosed loans, one for influencing passport applications re Hinduja and an insult to the EU in sending them a dubious has-been as UK Trade Commissioner where he has failed to complete the Doha round. Chinese candle making is about all Mandelson is fit for until the investigation into Fritz-Harald Wenig's alleged leaks of commercially sensitive information on anti-dumping from the EU trade commission, on Mandelson's watch, is complete. What chance Mandelson will have been found wanting in stewardship yet again? Will he then have to resign again? Anti-dumping is at the core of the EU Trade Commission's competence.

Gordon Brown has clearly gone completely mad and should be removed forthwith from Downing Street to the sound of white coats flapping as John Major once remarked.

#17 Heard that one before. Here is how the myth was created.

When Mandelson left as the Labour Party's director of communications in 1990, Neil Kinnock, who was the Labour leader, gave a short speech to thank Mandelson, in which he retold the story of the mushy peas and claimed Mandelson was the person involved.

Kinnock apparently based his story on a story published in The People's political column a month earlier. The column writer had recounted the story, placing the mushy peas in Hartlepool with Mandelson - using terms like allegedly and so on but still implying that the rumour was true.

And who was the column writer?

None other than Peter Mandelson.

So a joke at Mandy's expense was in fact started by Mandy himself. Why? Well one theory is that he wanted to create an image for his toff frinds that he was not really familiar with working-class culture and could be trusted shall we say, to "help" them in particular issues, not ban hunting with dogs for example.

Another Mandelson joke:

"Mandelson once asked Gordon Brown for 10p to phone a friend. Brown told him: 'Have 20p, then you can phone them both.'"

Who better could there be than Peter Mandelson to return to the cabinet as Business Secretary? I hope the current banking crisis falls within his remit for no one has had more first hand experience of the sub-prime mortgage market than Mr Mandelson, after he took a loan from Geoffrey Robinson without declaring it to his official mortgage lender. He is not known as the 'Prince of Darkness' without good reason.

Excuse me, but doesn't it occur to anyone on here that Mandy has been appointed for the experience that he can bring to government, much of it invaluably garnered at European level. It's only since the advent of Supernat that everyone assumes that a voter friendliness is more important than what a politician actually brings to the administration of government.

Mind you, like Tony Blair before him, I think the Nats know in their heart of hearts that Supernat's popularity just has to tumble eventually, no doubt with the beneficial effect of scuppering support for his professed belief in his separatist agenda at the same time.

What this demonstrates is that Gordon holds the people of Britain in such utter contempt that he doesn't care that he has sullied the country by bringing back such a disgraced character.
I didn't think he could top his disgraceful betrayal over the revamped constitution but now Im not so sure.
The sooner we can have an election to rid ourselves of this excuse for a government the better.

"Actually Manderson was exonerated in the Hinduja affair". At the time independent commentators regarded the investigation as a complete shambles and, ultimately, a whitewash.

Sir Anthony Hammond, a former Treasury Solicitor, carried out an investigation into why the brother's passport application, previously refused by the Conservative government due to their reputation, was hastily approved by the Labour Party.

The brothers, contemporaneously, had offered the Government, of which Mandelson was a minister, a £1 million donation. Mandelson, co-incidentally, made a telephone call at the time to the Home Office to "see how their application was progressing".

Despite Alasdair Campbell, Jack Straw and Mandelson giving wildly contradictory statements Sir Anthony gave his opinion that he "sincerely" believed that they were all speaking truthfully!!

The Hinduja brothers, irked by the fact that Mandelson refused to take their telephone calls, stated that they were willing to give detailed accounts of their dealings with the Labour party to Sir Anthony.

Sir Anthony, with no further explanation, refused to take this crucial evidence.

Consequently, he cleared Mandelson and, by implication, the Labour party.

As in all good fairy tales, they all lived happily ever after.

This country deserves better. Brown resign and give the country a chance to come through this crisis which was part created by you. Peter Mandelson has always been on the devious side, (to put it mildly), I wonder if he is taking a longer view, Labour lose the next general election, because he is back on the scene he looks to become the next Labour leader and then after some time lead Labour back into power as Prime Minister!

Mind you he might have to try and find a nice safe Labour seat to win..........if there are any left.

Mandelson probably knows that when Labour bite the dust he can still scoot off to the EU to some non-job like the one he occupied. In fact some might say perhaps ungraciously, that Broon's digging the escape tunnel into the EC with some deal he's cooked up with the P o D.

I can't imagine that he is any way serious that Mandelson will improve Labour's popularity or effectiveness. One can imagine the old mushy peas/guacamole trick might go down in a Glenrothes chippie for example!

He's got all the qualifications for being Secretary of State for Scotland. He voted for more transparency in Parliament but, curiously, voted against an investigation into the Iraqi war.

He, also, voted for the Iraqi war, for the replacement of Trident, for ID cards, for student top-up fees and for foundation hospitals.

Obviously, he is completely in tune with the voters of Scotland.

How can we afford a Secretary of State for Trade, I mean, Business, Enterprise and Regulatory Reform, with incipient, early onset, senile dementia? Or, at the very least, chronic short-term memory problems.

Failing to mention another loan commitment on an application for a mortgage is prima facie fraud - or it would be if someone with lesser connections than Mandelson did it. He was lucky not to be sharing a cell with Andy Hornby in the cages at Peterhead. I assume his pleading was along the lines of Ernest Saunders from Guinness who made a miraculous recovery from Alzheimer's Disease shortly after being released from prison on account of it.

Lower down the ranks in this reshuffle, I see Caroline Flint, famous for exposing her briefs in Downing Street, has moved from Housing to Europe, making way for Margaret Beckett at housing. How soon will Flint be further insulting our European Allies by carrying Gordon Brown's bile against the Euro, Nicolas Sarkozy and Angela Merkel in a plastic wallet for all to photograph? I cannot imagine anyone less suited to the campaign for EU Parliamentary elections in 2009.
