Gone to the dogs

The problem of dog fouling is out of control in Edinburgh – and many other cities, from what I gather. We all moan about it and joke about how to tackle the problem but nothing ever seems to be done about it.

It’s true that police have limited resources, but it must be easy to identify the culprits on CCTV and then to fine them.

Perhaps that’s something 
Special Constables could be 
responsible for.
