'Care charter' for children

SERVICES for children in Scotland's care homes are "patchy" and could be better, according to the Director of Children's Services.
A study by the Care Commission revealed more than half of the homes throughout the country needed to make improvements, and emphasised the need for revising training methods for staff and creating national guidelines on physical restraint of children in care.
The study focused specifically on the protection of children, planning for their care and the use of restraint in the 236 homes throughout the country.
Ronnie Hill, the Director of Children's Services, insisted that although some homes were working hard to deliver good practice, the overall picture was still inconsistent.
The report reviewed regulation and inspection work over 2006-7. Residential services take care of 2,418 of Scotland's most vulnerable children.
