COMMENT: John McTernan hits out at Scottish Government plans for a written Scottish constitution which were unveiled earlier this week.
McTernan, a Labour strategist who served as communications director for Australian prime minist Julia Gillard, claims that the proposed constitution "cedes total sovereignty to the EU", and hits out at the citizenship plans contained within it.
