MPs urge caution on foreign aid

Ministers face a “major challenge” in spending all of Britain’s increased foreign aid budget effectively, MPs warn.

A cross-party committee has urged the government to miss its spending target of 0.7 per cent of gross national income if it could not ensure good value.
