The United Kingdom is “united in name only” and needs wholesale constitutional reform to preserve the Union, Gordon Brown has said.

The former Prime Minister called for a “people’s constitutional convention” to point the way towards a new federal constitution to heal the “harmful divisions” caused by Brexit.

Calling the EU referendum result a “revolt of the regions”, Mr Brown said the UK risked becoming even more centralised and unequal unless nations and regions outside London are given new powers, including over workers’ rights and international agreements.
