‘Don’t let ministers pick top mandarins’

Ministers should not be allowed to choose their own top civil servants, a watchdog has said, warning that government reform plans could compromise Whitehall impartiality.

Cabinet Office minister Francis Maude wants secretaries of state to have “greater influence” in appointments. But the Civil Service Commission said the final choice should stay in the hands of a selection panel.
