George Osborne is facing accusations that he is handing the banks a big tax break in the Budget over secret proposals to change the tax regime in the Budget.

In a year where UK investment bank bonuses have increased from £1.4 billion to £1.6 billion, Mr Osborne has launched a consultation on his flagship bank levy after it emerged it was not bringing in the revenue he had expected.
