Shouting match over minister's 'no'
THE debate on crofting reform descended into chaos during voting on one of the amendments to the bill.
Deputy Presiding Officer Trish Godman did not hear environment minister Roseanna Cunningham's objection to an amendment from Labour's Peter Peacock calling for more scrutiny of a new register of crofts.
Ms Godman had asked if Holyrood agreed the amendment, and did not hear anyone say "no" and so moved on. But Ms Cunningham said one of the clerks had heard her objection and told Ms Godman: "You didn't hear me saying 'no' but the clerk did and so did members here. I must ask that the vote be taken."
Politicians across parties shouted at each other and the Deputy Presiding Officer, who was repeatedly forced to call for quiet, was urged by some MSPs to go back and take a vote on amendment 93.
Later a parliament spokesman said the rules state that amendments must be taken and disposed of strictly in order, with no going back.
