Timetable for the two white papers
This Tuesday, the devolution white paper will be signed off by the UK Cabinet.
The document backing Calman will then be published within the next fortnight. The government is expected to start working almost immediately on aspects that don't require legislation.
Government sources admit that no start will be made on legislation "this side of Easter". Therefore, legislation is unlikely to be in place before the general election, assuming it is called on 6 May.
• The SNP's white paper on its referendum bill will be published on 30 November – St Andrew's Day. The bill will be published around Burns night next year.
In the unlikely event the bill is passed by the Scottish Parliament, the referendum will be held on St Andrew's Day next year, six months before the 2011 Scottish Parliament elections.
