A HIGH-RISK sex offender, who tickled a neighbour's daughter in breach of a ban on contact with children, was given a life sentence yesterday.
Keith Martin, 44, was told he would be released from jail only if and when it was thought safe.
The High Court in Edinburgh heard that Martin, also known as Keith Jordan, had a string of previous convictions including a number for sexual offences.
He had been assessed as a "very high risk sex offender" and in 2006 a five-year Sexual Offences Prevention Order (SOPO) was granted against him at Edinburgh Sheriff Court. Under it, Martin was prohibited from entering any children's play area or school grounds, and from forming an association with children under the age of 16.
The court heard how a couple with two children stayed above Martin in the Moredun area of the city. He would visit them regularly, and would "tickle and playfight" with the girl.
