Your article, “Peers: Independent Scotland will not influence Bank” (10 April), warns of the dangers of a “conspiracy of silence” over the key issues facing a potentially independent Scotland.

The referendum process might have been more transparent and less open to criticism had it been in two stages – an initial referendum dealing with whether voters wished the Scottish Government to enter into negotiations with Westminster and others over an independent Scotland, and a referendum at the conclusion of these negotiations dealing with whether or not voters wished to accept the negotiated agreement.
