"So what are our prisons doing wrong?"---------------------Nothing. It is the adminsistartion of the justice system which is "doing wrong". The task of a prison is to contain, nothing else and to suggest otherwise is persiflage.

"Prison numbers in England and Wales have increased by 84 percent from 44,975 in 1990, to just under 83,000 in 2009. In 2009, England and Wales had a combined imprisonment rate of 153 per 100,000 per head of the population, the highest in Western Europe. In comparison, in 2009, France and Germany, had imprisonment rates of 86 and 96 respectively, per 100,000 head of population, and 38 percent less people held in prison. The recidivism rate in England and Wales is an astonishing 80 percent. (Source: Prison Reform Trust)
