Labour facing loss of power after hospital trio's triumph

LABOUR faces losing control of West Lothian Council after three hospital campaigners were left holding the balance of power.

Nurse Ellen Glass, retired NHS manager John Cochrane and businessman Gordon Beurskens won council seats after standing under the "Action to Save St John's Hospital" banner.

Labour remains the largest party, but only just, with 14 seats compared to the SNP's 13.

Both parties are keen to negotiate with the three campaigners in the hope of forming a majority, but the SNP is seen as their more natural allies.

The trio said they would take the weekend to reflect on the result, admitting they were shocked by their victory.

They formed the group amid fears the hospital is being downgraded, following the loss of some services to Edinburgh. The campaigners are concerned more departments are under threat, although health chiefs have strenuously denied this is the case.

Mrs Glass said she was shocked but delighted to win the seat covering Broxburn, Uphall and Winchburgh. She said: "I've worked all my days in the hospital since I was 18. We won't sit back and just let St John's be downgraded. Now the battle begins.

"The public's support has been unbelievable. The problem was that no-one was telling us how serious the situation was. Now everybody is aware of it."

Peter Johnston, leader of the SNP group, said they were keen to negotiate with the three campaigners.

He said: "I think the will of the people is clearly that there should be a change of administration. We are capable of working with all the non-Labour councillors. The general view was that Labour should get a kicking at this election."

He said he believed the hospital campaigners had taken votes from both parties.

"I think they are to be congratulated. They are a campaign that came together with very little time. It clearly indicates the total discontentment with what's happening at St John's Hospital. There are genuine concerns about the future. We are committed to keeping healthcare local."

Cllr Johnston blamed the number of spoiled ballot papers for the fact that only one of the two SNP candidates was returned in Linlithgow.

"A significant number of people voted for both these candidates with two crosses, rather than a 1 and a 2. This made the difference between us having one or two councillors. It highlights the serious flaws in the way this election was conducted."

Graham Morrice, Labour leader, retained his seat in Broxburn, Uphall and Winchburgh. He said: "The whole dynamic of the council has changed. Being the single biggest party, we have the moral legitimacy to continue to lead the council over the next four years.

"We will be working to form an administration."

Meanwhile, Labour is set to lose control of East Lothian Council despite returning the largest number of councillors.

Labour saw its number of councillors more than halved to seven in the wake of controversy surrounding the departure of chief executive John Lindsay.

But the SNP and Liberal Democrats are expected to form a coalition to run the local authority after winning six seats each.

And in Midlothian a huge swing to the SNP has left Labour looking to the Liberal Democrats in order to keep control of the council.

The party was reduced to just nine councillors after seeing its number of seats slashed from the 15 it won in 2003. That leaves Labour holding half the seats, with the SNP on six and the Lib Dems on three.
