Harper hails gas guzzler permits
LOTHIANS Green MSP Robin Harper has tabled a motion in the Scottish Parliament backing the city council's controversial plans for higher parking charges for gas-guzzling cars.
Mr Harper welcomes the three-to-one public support for the proposals, which would see a permit for the most polluting vehicles double to 320 a year.
