Councils in talks over plans to merge education services
EDUCATION chiefs at two Lothians councils are in talks over plans to merge their departments in a move that would be a first in Scotland.
Discussions are under way between Midlothian and East Lothian councils in a bid to save money and improve standards within their education departments.
It is understood the move would not directly affect schools, but central services like quality improvement officers and school support could be part of the joint education authority.
The possibility of joint directors is also to be looked at.
Education secretary Michael Russell has already met with both councils to discuss the merger plan and has given it his "full support".
A senior Scottish Government official has also been seconded to work with the councils to help develop and implement the plans.
Councillor Derek Milligan, leader of Midlothian Council, said: "These discussions are based around a shared education service, a shared social work service and shared back office functions."
He added: "We're facing unprecedented cuts and know shared services will help save money while maintaining quality of service.
"Sharing services will not be the only answer and is one of a number of measures, including reviewing and potentially stopping some services, that we know we're going to have to take over the next few tough months and years."
The merger plans are part of wider talks between the two councils, along with West Lothian, Scottish Borders and Fife councils.
Mr Russell said: "I would welcome any ideas that will deliver education services more efficiently.
"I am determined to protect vital frontline services, such as schools, in the face of the forecasted spending cuts to Scottish public finances by the UK coalition Government.
"I am fully aware of the discussions between East Lothian and Midlothian.
"I met recently with representatives of both councils, to discuss their proposals and to express my full support."
A spokeswoman for East Lothian Council added: "We are looking into the practicalities involved in sharing a range of services with Midlothian Council.
"However, we are at a very early stage in the process and at the moment no decision has been made to merge East and Midlothian's education central support services."
