LOCAL authorities in Scotland are due nearly £1 billion in unpaid council tax.
Some of the debt dates back as far as 1993 but £109 million relates just to the last financial year.
The average collection rate across Scotland last year was 94.4 per cent, 0.2 percentage points up on the previous year.
