Hide AdCapped twice by Scotland, Mackay-Steven was wanted back at former club Aberdeen but is ready to continue his career in the Championship at Tynecastle Park.
Hearts wanted to sign a winger and a striker during the January transfer window and the capture of Mackay-Steven will add genuine quality in wide areas.
Formerly of Liverpool, Fulham, Airdrie, Dundee United, Celtic and Aberdeen, he brings pace and flair in attacking areas.
Hearts signed wingers Josh Ginnelly, Jordan Roberts and Elliott Frear last summer but manager Robbie Neilson had spoken of the need to add reinforcements in that position.
